Cat Cannot get fixed without shots!!!?

My cat is supposed to get neutered Tuesday. They will not do it unless I get the cat a rabies vaccination. I don't believe in vaccinations for my family and that includes my pets(do your own research before you get on my case this is what works for our family and I do not give anyone grief for their beliefs)Is there any legal exemption against vaccinations for animals?? I feel really sick thinking I may have to give him vaccinated. Thanks
