Can you believe my neighbor? Can you do anything to bad neighbors if they touch your dog?

I've lived in my condo sense 2003 and I have only had two conversations with my upstairs neighbors. Once she came down to my apartment drunk, she used my front door to hold her up and she was yelling about stuff that didn't make sense. I just shut the door and asked her to talk to me sober. She opened my door again and I had to push it closed and lock it. What she was saying didnt make sense, it was midnight, and she smelled bad. I overheard her one afternoon talking bad about me to her flavor of the week (aka boyfriend) about how im the worse neighbor. I ignored her because I don't care what she thinks. I don't have a problem with the other neighbors. She is over 50 yr old coming up with a new guy every week and runs her vae at 6am and stumps on her floor. I'm young and single and I don't behave that way. I don't put pounds of make up on or skin toght lepord clothing... i don't saying anything to anyone (except online people who dont know her or me). I've never said a word on my own to this lady for her to have any type of oppinion and I'm never home. Now the second conversation happen a few min ago. I was walking my dog and she told my dog to come here so she can kick it. It wasn't even near her nor was it getting ready to bite her.. he didnt even notice her. He was smelling something in the gr about 8 feet or more away. Luckily he was more interested in smelling the gr or he didnt hear her. He ignored her the whole time. But my question is... can I do anything to prevent her from touching my dog because clearly I cant talk to her and she seems to be unstable. I've never had any other contact with this woman and my oppinion is based on what i see and hear. Mostly the two conversations I had with her. But if she touches my dog than I can see myself hitting her and saying how does it feel and picking up my dog and walking away. You dont call a 10 pound dog over to kick it. Thats just so wrong because the only thing a dog came do is scratch o bite and they are tought not to. Plus if she calls my dog over and kicks my dog than I'd probable be sued for my dogs actions because i wouldn't be able to proove she called it over. Does she have to do something to my dog before anything can be done or can I do something to prevent her? My dog is closer to me than my family and friends. I love him and hes so cute and sweet. He has never bitten anyone. Plus if she did anything I wouldnt have the money to fix a broken leg or needing stitches. I am just so mad right now.
